What is the Elderly Health Care Voucher Scheme?
The Elderly Health Care Voucher Scheme was launched in 2009 to enable elderly persons in need to choose private primary healthcare services that best suit their health needs. Eligible elders receive HK$2,000 worth of vouchers each year, with a maximum accumulative limit of HK$8,000. The annual voucher amount is automatically credited to their voucher account on January 1 of each year (starting from the year they become eligible for the scheme).

 

Do I have health care vouchers? Do I need to apply?
All Hong Kong residents aged 65 or above, holding a valid Hong Kong Identity Card or a Certificate of Exemption issued by the Immigration Department, are eligible. There is no need to apply separately. Participating healthcare service providers will set up a voucher account free of charge for seniors upon their first use of vouchers. All the elder needs to do is present valid identification, and the voucher amount will automatically be deposited into their account.

How to use Elderly Health Care Vouchers?
To use the vouchers, there is no need for prior registration or to physically collect them. Seniors simply need to register for eHealth, and the vouchers will be credited electronically through the eHealth (Subsidies) system for their use. Seniors only need to choose a participating healthcare service provider and use their services directly.

 

All Human Health Medical Centres accept the vouchers, which can be used for a wide range of designated primary healthcare services, including (but not limited to):

  • Pneumococcal vaccination

  • Herpes zoster (shingles) vaccination

  • Pertussis vaccination

  • RSV (Respiratory Syncytial Virus) vaccination

  • “Three Highs” (hypertension, hyperlipidemia, hyperglycemia) and diabetes comprehensive health checks

What other services can be paid for using health care vouchers?
Eligible services include those provided by:

  • Registered and enrolled medical professionals in Hong Kong who have joined the Scheme: doctors (Western medicine and Chinese medicine), dentists, chiropractors, nurses, physiotherapists, occupational therapists, radiographers, medical laboratory technologists (ancillary medical and laboratory services must follow the current referral arrangements), Part I registered optometrists.

  • Participating audiologists, dietitians, clinical psychologists, and speech therapists who are registered under recognized professional bodies approved by the government.

  • District Health Centres and District Health Stations.

  • Healthcare services under the HKU-Shenzhen Hospital Programme and the Elderly Health Care Voucher Greater Bay Area Pilot Scheme.
