Government 24-26 Sponsored medical Schemes - Elderly Health Care Voucher Pilot Reward Scheme

All Human Health medical centres provide services covered under the Elderly Health Care Voucher Pilot Reward Scheme.

 

1. What is the Health Care Voucher?
The Health Care Voucher is one of the government-subsidized medical services designed to support eligible elderly persons in paying for private primary healthcare services when needed.

 

2. Who is eligible and how much subsidy is provided?
All Hong Kong residents aged 65 or above holding a valid Hong Kong Identity Card or a Certificate of Exemption issued by the Immigration Department are entitled to receive HK$2,000 worth of vouchers per year.
Unused voucher amounts can be carried forward and accumulated, up to a maximum limit of HK$8,000.

 

3. How is the Health Care Voucher used?
Elderly persons do not need to register or collect vouchers in advance. Once they have registered with eHealth, the vouchers will be issued electronically through the eHealth (Subsidies) System.
To use the vouchers, elderly persons simply choose a registered healthcare service provider and pay for their medical services using their electronic vouchers.

All Human Health medical centres accept Health Care Vouchers, which can be used for various designated primary healthcare services, including (but not limited to):

  • Pneumococcal vaccine

  • Herpes zoster (shingles) vaccine

  • Pertussis (whooping cough) vaccine

  • RSV (Respiratory Syncytial Virus) vaccine

  • Comprehensive screening for “Three Highs” (hypertension, hyperlipidemia, hyperglycemia) and diabetes

4. What is the “Elderly Health Care Voucher Pilot Reward Scheme”?
Many elderly individuals already use Health Care Vouchers for health services. To further encourage their use for primary healthcare, the government launched the 2024–26 Elderly Health Care Voucher Pilot Reward Scheme.

Under this scheme, if an elderly person uses vouchers for designated primary healthcare services, the amount spent will be accumulated to earn additional rewards. These rewards can later be used to pay for the same type of designated primary healthcare services.

If an elderly person spends at least HK$1,000 of Health Care Vouchers on eligible services within the same year, the eHealth (Subsidies) System will automatically add HK$500 in reward vouchers to their account.

 

5. How much can be earned under the scheme?
The Pilot Reward Scheme runs for three years, up to 31 December 2026.
Eligible elderly persons can earn this reward once per year, up to a maximum total reward of HK$1,500 during the entire pilot period.*

 

6. How is the accumulated spending calculated?
The accumulation period for the first reward year (2024) runs from 13 November 2023 to 31 December 2024.
For the following years, 2025 and 2026, the accumulation period is from 1 January to 31 December of each respective year.
