Government Cataract Surgeries Subsidy Programme

POLYEYE has participated as one of the designated private ophthalmology clinics in the Cataract Surgeries Programme.

 

In Hong Kong, 7% of seniors suffer from cataracts, and there is a trend of younger patients experiencing this condition. However, the waiting time for cataract surgery in public hospitals exceeds one year, causing patients to miss the best treatment opportunity, which can lead to permanent vision loss in severe cases. Therefore, the government launched the "Brilliant Action" cataract surgery program in 2008, collaborating with designated private ophthalmology organizations to increase the number of cataract surgeries and shorten the waiting time for patients under the Hospital Authority ("HA").

 

Through this program, patients choosing private ophthalmic services can receive a subsidy of HKD 8,000 for cataract surgery, with out-of-pocket expenses not exceeding HKD 8,000. The program helps eligible patients provide appropriate treatment options, preventing them from facing the risks of vision deterioration and blindness due to long waiting times in public hospitals.

 

Eligible individuals include:

  • Patients who have been on the HA waiting list for cataract surgery for 18 months or more, with those waiting the longest given priority for invitations.
  • Those suitable for local anesthesia surgery.
  • General waiting cases (for urgent or advanced cases, these patients will be prioritized, and the HA will continue to arrange surgeries for them without needing to schedule appointments with private doctors for treatment).

If the above conditions are met, there is no need for individuals to apply themselves; the HA will start by inviting those with the longest waiting times to apply for participation in this program in batches.

 

Methods and Procedures for Participating in the Programme:

  1. Patients must first register with the Electronic Health Record Sharing System (eHRSS).

  2. After selecting a private doctor, arrange a pre-surgery assessment and provide the registration number from the invitation letter to the doctor to confirm the subsidy amount.

  3. Complete the pre-surgery assessment before the subsidy expires and complete the surgery within three months after the assessment.

  4. After undergoing cataract surgery, patients can receive a waiver of the HKD 8,000 subsidy, with the remaining out-of-pocket expenses not exceeding HKD 8,000 to be paid by the patient.

 

Details of the Subsidy Programme:

Patients only need to pay out-of-pocket expenses not exceeding HKD 8,000 and receive a fixed subsidy of HKD 8,000 to access private ophthalmic treatment services. This includes:

  • One pre-surgery assessment + cataract surgery (including intraocular lens) + two post-operative cataract check-ups.
    *If the patient requests multifocal intraocular lenses, additional charges will apply.

Please note: Elderly health vouchers are not applicable for the out-of-pocket expenses under this program.

 

If patients have purchased medical insurance, they can apply for reimbursement according to their insurance terms; details should be checked with the relevant insurance agents.
